Vanilla lovers dream!

Ingredients:

1 pkg regular golden Oreos, finely crushed {About 36 cookies}
6 Tbsp. butter, melted
1 pkg. {8 oz.} cream cheese, softened
¼ cup granulated sugar
2 Tbsp. cold milk
1 tub {12 oz.} Cool Whip, divided
2 pkgs. {3.4 oz.} instant vanilla pudding
3 & ¼ cups whole milk, cold
1 bag white chocolate chips
